Why did he stopped?

Although the 15-year statute of limitations for the tenth murder expired in April 2006 the South Korean police keeps this case open and even there is a plan to extend the statute of limitations so the killer still could be convicted. But since 3rd April 1991 the killer did made another attack (at least that we know of) and just like in other serial killer cases (Jack the Ripper, Zodiac) there is again the question of why did he stopped since he wasn’t caught by the police?

There could be numerous explanations, but since it seems that the assailant was most likely a psychopath and the thrill of killing and raping was pushing him to such cruelty it is very unlikely that he stopped on his own. People with such deformed personalities do not just stop - he is most likely to be dead since he did not return to killing.

But there are other explanations that are equally possible, but more distressing, f.e. that he was locked up in mental hospital after 1991, which leads to conclusion that one day he could be released. Even more disturbing option is that he might have emigrated from South Korea after 1991, which could mean that killed again, but in different place or country.

Another option, although very unlikely, is that after the 10th killing something changed in his life and he did not need the thrill of hunting women any more (like in case of Moors Murders in Great Britain). Equally unlikely option is, assuming that he was a psychopath planning the murders, that the police investigation was getting closer to him or the DNA tests scared him off the area and he relocated to avoid being caught.
